Carl H. Fellows was in Army training at Camp Stanley, Texas, in 1917 and 1918. Camp Stanley is part of the Leon Springs Military Reservation in Bexar County, northwest of San Antonio. Land was acquired for the military reservation in 1906 and 1907. The facilities were named Camp Funston in February 1917 to honor the memory of Major General Frederick Funston. Career Army officer who served in the Philippines as an adjutant general and engineer officer, collector of customs, and cavalry squadron commander, participating in actions against the Tausug (Moros), 1899-1903; later apppointed governor of Moro Province and commander, Department of Mindanao, 1909-1913.
